Фирма Аржанцева выпустила из рук тендер на 32,5 миллиона

Торги на текущий средний ремонт дорог в Черноморском районе, проводимые Службой автомобильных дорог, признаны несостоявшимися. Как сообщается в «Вестнике государственных закупок», тендер отменен из-за того, что к оценке были допущены предложения только одного участника.
Всего торги были объявлены по пяти лотам:
Лот №1 – участки дороги Далекое-Знаменское-песчаный карьер (общая длина участков – 5,6 километра)
Лот №2 – 2 километра дороги Черноморское-Евпатория-Знаменское
Лоты №№ 3,4,5 – участки дороги Красносельское – Громовое (общая длина участков – 17,05 километра)
Как следует из протокола раскрытия предложений, в торгах приняли участие ООО «ШБУ-49» и ЧП «Стройтехнология». В торгах по всем лотам явно побеждали предложения «ШБУ-49» — за все работы оно запросило 32 миллиона 429 тысяч 886 гривен против 36 миллионов 397 тысяч 663 гривен, запрошенных ЧП «Стройтехнология». Однако позже все предложения «ШБУ-49» были отклонены. Таким образом к оценке было допущено предложение лишь одного участника, что стало причиной для отмены торгов.
Как указано в уведомлении об отклонении конкурсных предложений, ООО «ШБУ 49» при подаче предложения были допущены недочеты в технической части:
- транспортная схема предполагаемой перевозки материалов на 120-150 километров не является оптимальной
- отсутствуют расчеты командировочных затрат
- отсутствует калькуляция на арендованную технику
- завышена стоимость м/часа ресурса С212- 1601-ВД (час работы поливомоечной машины)
Учредителями ООО «ШБУ-49» являются ОАО «Юждорстрой» (директор и один из акционеров – депутат ВР АРК Игорь Аржанцев) и Геннадий Чикин.
